The following step-by-step instructions will guide you through our online application process to insure that you include all of the required information. Please read the instructions carefully or print them out before you proceed. Incomplete applications cannot be processed.

An evaluation will be processed on receipt of the following:

  • Completed ACEI Application for Evaluation of Foreign Educational Credentials.
  • Notarized Photocopies of Academic Credentials issued in the native language by the institution. (2 complete sets)
  • Official English Translations (of all credentials not issued in English). (2 complete sets)
  • Evaluation fee (payable in U.S. Dollars by Personal Check, Cashier's Check, Money Order, International Money Order, Credit Card [MasterCard/Visa only]).
    NOTE: Fees are not refundable.

The application, documents and fees must be mailed to ACEI at P.O. Box 6908, Beverly Hills, CA 90212, USA.

For courier service/overnight delivery, mail application, documents and fees to: ACEI, C/O Mail Boxes Times, Box 188, 9461 Charlesville Blvd., Beverly Hills, CA 90212, USA.

NOTE: ACEI assumes no responsibility for the loss or damage of official/original/certified credentials. Only official/original credentials submitted to ACEI with specific instructions for their return to the original sender and where payment for the return of the documents by Overnight Courier has been provided will be returned to the applicant. Otherwise, ALL credentials and translations submitted to ACEI will become property of ACEI and will not be returned.

2a. Standard Processing Time

ACEI requires at least 10-15 business days to complete an evaluation from the day ALL documents listed in Section 1. General Procedures are received.

2b. RUSH Service

To meet deadlines, ACEI offers 3 types of RUSH Service. Applying for RUSH Service guarantees completion of the evaluation within the time-line selected (see Section 5c for cost.) The RUSH Service does not include express mailing of the evaluation. The fee for RUSH Service is in addition to the evaluation fee. DO NOT SEND PERSONAL CHECK FOR RUSH SERVICE EVALUATIONS.

  • One (1) Business Day (evaluation is completed within one full business day from receipt of documents)*
  • Three (3) Business Days (evaluation is completed within 3 business days from receipt of documents)*
  • Five (5) Business Days (evaluation is completed within 5 business days from receipt of documents)*

* The RUSH Service goes into effect only when all required fees, application, and educational credentials have been received by ACEI.

ACEI provides three types of evaluation reports to meet the specific needs of individuals and institutions and/or agencies requiring the evaluation. Please read the descriptions of each report shown below and select the report type that best suits your needs and those of the agency or institution for which the evaluation is intended. If you are unsure as to what type of report to select, please contact the agency or institution requiring the evaluation of ACEI.

3a. Basic Report

Suitable for: Employment, Immigration, and Military Enlistment

  • identifies and describes each transcript, grade report, examination record, marks sheet, certificate, diploma, or degree submitted for evaluation
  • identifies the institution(s) attended and location(s)
  • provides profile(s) on the institution(s) and program(s) (institution status, entrance criteria, length of study)
  • recommends the U.S. educational equivalent of each level of study and credentials earned
3b. Course Report (does not include Grades)

Suitable for: Professional Certification with California State Board of Accountancy only.

  • identifies and describes each transcript, grade report, examination record, marks sheet, certificate, diploma, or degree submitted for evaluation
  • identifies the institution(s) attended and location(s)
  • provides profile(s) on the institution(s) and program(s) (institution status, entrance criteria, length of study)
  • recommends the U.S. educational equivalent of each level of study and credentials earned
3c. Comprehensive Report (includes Grades)

Suitable for: Further Education, Teacher Credentialing, Professional Certification (except California State Board of Accountancy)

  • identifies and describes each transcript, grade report, examination record, marks sheet, certificate, diploma, or degree submitted for evaluation
  • identifies the institution(s) attended and location(s)
  • provides profile(s) on the institution(s) and program(s) (institution status, entrance criteria, length of study)
  • recommends the U.S. educational equivalent of each level of study and credentials earned
  • provides a list of courses/subjects studied per academic year
  • converts instruction (lectuer & laboratory) hours into equivalent U.S. Semester Units of Credit for all post-secondary/university-level courses
  • converts grades/marks/final examination results into equivalent U.S. grades of A, B, C, D, F for each course evaluated
  • calculates an overall Grade Point Average (G.P.A.)
  • identifies course levels in terms of lower/upper division/graduate/professional level for each post-secondary course evaluated

Educational credentials required for evaluation include the following:

  • Transcripts

two (2) complete sets of NOTARIZED TRUE COPIES of original/official transcripts/report cards/grade reports/examination statements/marks sheets (showing subjects/courses studied per academic term/year with hours of instruction [lecture/laboratory]/credits/units and final examination results/grades) issued in the native language by the institution(s) attended. Doctorate (Ph.D.) degree studies must be supported with an abstract of the doctoral dissertation thesis as well as credentials (transcripts & degrees) supporting ALL previous education (undergraduate & graduate). Health profrssional credentials must be supported with certification of internship/clinical experience/practice that was part of the degree program.

  • Diplomas

two (2) complete sets of NOTARIZED TRUE COPIES of original/official diploma(s)/certificate(s) of graduation and any degree(s) earned issued in the native language by the institution(s) attended.

  • Translations

two (2) complete sets of official English translations (prepared by a licensed translator) of all credentials (transcript, diploma/certificate/degree) submitted for evaluation that were originally issued by the institution(s) in a language other than English. Do NOT send translations without the credentials issued in the original/native language.   • Syllabus
    (optional)

one (1) copy of official course descriptions/syllabus accompanied by official English translations (if issued in a language other than English). Course descriptions/syllabus are optional, but may be requested by ACEI if transcripts do not provide complete course titles or lack information on instruction hours.

NOTE: All notarized/certified copies of credentials, translations, and course syllabi submitted for evaluation will become property of ACEI and will NOT be returned to the applicant or agent representing the applicant. Copies of credentials including translations that have not been notarized/certified will NOT be accepted for evaluation. For example, if a Doctorate (Ph.D.) degree was earned, credentials supporting ALL previous education (undergraduate & geaduate) must be submitted for evaluation. DO NOT FAX DOCUMENTS!

DO NOT SEND ORIGINAL EDUCATIONAL CREDENTIALS, unless specifically requested by an ACEI representative. ACEI reserves the right, at any time, during the evaluation process, to request the applicant or agency/agent representing the applicant to provide additional documents or original credentials or to verify studies with the institution(s) attended.

5a. Evaluation Fees

The evaluation fee for each type of report is based on the level of education completed and not the expected/anticipated outcome of the evaluation. The evaluation fee submitted for the report type selected provides one official report and one duplicate (unofficial) copy of the evaluation report.

*Health Profession: Dentistry; Dietetics; Laboratory Science; Medical Technology; Medicine (Western/Traditional); Nursing; Occupational Therapy; Pharmacy; Physical Therapy; Respiratory Therapy; Veterinary Medicine.

NOTE: Even if an applicant may not choose to have high school education evaluated, ACEI reserves the right to request for the high school credentials as some high school programs warrant advanced standing undergraduate credit in the United States. Credentials supporting ALL university level education must be submitted for evaluation. For example, if a Doctorate (Ph.D.) degree was earned, credentials supporting ALL previous education (undergraduate and graduate) must alse be submitted for evaluation.
5b. Extra Official Report

You may order additional official copies of the evaluation at the time of your application or after the evaluation has been completed. The following fees are required:

Payment of fees must be made in U.S. dollars by Personal Check, Cashier’s Check, Money Order, International Money Order (drawn on a U.S. bank) made payable to the Academic Credentials Evaluation Institute, Inc. or ACEI or by credit cards: MasterCard/Visa (only).

NOTE: DO NOT SEND PERSONAL CHECK FOR RUSH SERVICE EVALUATIONS. All returned personal checks will be subject to $30.00 service/bank fee.

6a. Altered or Forged Academic Credentials

An evaluation will not be prepared and fees will not be refunded in the event ACEI determines that the educational credentials submitted for evaluation have in any way been altered, tampered or forged. The institution or agency for which the evaluation is intended, U.S. government agencies, and other evaluation services will be notified.

6b. Equivalency Recommendations & Guarantees

The U.S. educational equivalencies recommended in ACEI evaluation reports are in accordance with established guidelines and represent the considered judgements of qualified evaluators. ACEI evaluation reports are advisory and not binding on any institution, agency or third party. ACEI does not guarantee that an applicant, agency, or any third party will agree with its educational equivalency recommendations. In the event of any disputes between the applicant and ACEI, such disputes shall be governed by California law and shall be subject to the jurisdiction of the Los Angeles County Courts.

6c. Evaluation Results

ACEI will not release the results of an evaluation on the telephone or by facsimile (FAX) to the applicant. As indicated in Section 5, the fee for the evaluation covers one official report and one duplicate unofficial copy. If you do not authorize the release of the official report to an institution, agency, or third party, ACEI will send you the official report in a sealed envelope which should be opened by the institution, agency or third party for which the evaluation is intended.

6d. Evaluation Review

Once an evaluation has been completed, any questions regarding the evaluation report must be submitted in writing to ACEI within the first two months of the completion date. Requests for review of the evaluation or questions concerning the evaluation submitted after two months of the date the evaluation was completed will be subject to a $50.00 review fee.

6e. Re-Activation

If an applicant fails to provide all required documentation with the application within two months of the date the application was received, the application will be inactivated. A $50.00 re-activation fee is required to process an inactivated file.

6f. Re-Evaluations

Re-evaluations of credentials not submitted with the original application request are treated as new evaluations and a second payment of the evaluation report is required. Requests to change a Report type (e.g. Basic Report to a Comprehensive Report or vice-cersa), once an evaluation has been completed, requires the full evaluation fee for the new Report.

6g. Refunds

A refund will be made only when an applicant has paid to ACEI more than the cost of the evaluation report prepared by ACEI. No refund will be made when an application is cancelled after the application form has been submitted, or when all required documentation is not provided.

6h. Insufficient Documentation

ACEI will contact the applicant or the agent representing the applicant if additional information, documents, or fees are needed to prepare the evaluation. The evaluation will not be processed until all documentation has been received. See Section 5e.

6i. Verification of Educational Credentials

ACEI reserves the right to verify documents submitted for evaluation w/issuing institution(s).

6j. Evaluation Expiration

The evaluation is valid for a period of 5 years from the date it was completed. Requests for extra official reports of the evaluation that is more than 5 years old, are subject to a new application and submission of credentials and fees for a new evaluation.

6k. Cancellation

No refund will be made when an application is cancelled after the application form for evaluation has been submitted, or when all required documentation is not provided.
